WP1 Management

This WP assures the orderly development of the ETM project and the achievement of its aims and results.
A responsible national coordinator is designed for every partner Organization.

The national coordinators establish and organize national project teams, and communicate with Project’s Coordinator. The Project is managed by a Steering Committee formed by the national coordinators and chaired by the project Coordinator. The Steering Committee take decisions concerning the strategic management of the Project, while day-by-day activity are managed by the project coordinator and WP coordinators.
The Committee works at a distance using a dedicated mailing list, a restricted section of the project website, periodical meetings and videoconferences. 
Management rules are described by this manual, that is part of the contracts signed by coordinator with each partner. The Management Manual, shared and approved with the partners, regulates all relevant management issues, including the cooperation among partners, decision making systems and ways of solving disputes. It specifies for each task: who is in charge of it, how it will be accomplished, when, what are the expected results or products.
The restricted section of the project website contains a discussion forum for each WP, a database for uploading documents divided per WP. The official project language is English.

1st PUBLIC REPORT

1st meeting: Empoli (IT)

Kick-Off Meeting. Empoli, 10th - 11th January 2013

ETM Project Kick-Off Meeting was hold in Empoli (IT) last 10th and 11th January. During the kick-off meeting the consortium had the opportunity stablish the working strategies and rols for the whole project. 

Important agreements and working procedures where decided, with the participation of representative from all the partners involved.

2nd meeting: Terrassa (ES)

At the beginning of July our partner FCI hold the second partners meeting in their office in Terrassa (Spain). The meeting was focus on a specific analysis of work and products done, as well as next steps and future activities.

3rd meeting: Empoli (IT)

During January our lead partner ASEV hold the third partners meeting in their office in Empoli (Italy). The meeting was focus on a specific analysis of work and products done, as well as next steps and future activities.

4th meeting: Porto (PT)

Porto (PT), September 18th and 19th 2014

During September our partner SPI hold the fourth partners meeting in their office in Porto (Portugal). The meeting was focus on a specific analysis of work and products done, as well as next steps and future activities. 
Partners were represented in this two working sessions importants agreements and activities planning were established.

WP2 Quality Assurance

This WP establishes the ETM quality procedures and collect data on the project’s implementation so to assure their full respect.

Project quality assurance, inspired to the ISO9001 methodology, is based on a precise setting of methodologies and deadlines. Quality assurance measures are described into the Manual for Quality Assurance, which is part of the contracts signed by Coordinator with each partner.
A project’s External Evaluator is appointed by the coordinator. The External Evaluator will check project management and development, pointing out what is working well, eventual problems and advising on possible solutions; she will produce 5 external evaluation reports.

WP3 TTM Profile Development

This WP produces a description of the competence profile of the Technology Transfer Manager (TTM), structured according to ECVET guidelines.
The profile describes the key activities (units of competence) of the TTM and the skills/knowledge needed for each activity. To each unit a set of ECVET points will be allocated, so to allow their recognition and transfer of the acquired competences to other qualifications or allowing the comparison with similar profiles in different countries.
The most important activities carried out by the TTMs in involved organizations and countries will be identified, thanks to desk research on databases of occupations (such as O’NET, ISFOL Online, etc.) and other available materials, on-line questionnaires, in depth semi-structured interviews and focus groups with partners, existing TTMs, organizations employing TTMs, training providers etc.
National differences are also checked and analyzed, with particular reference to national regulations, structure of the R&D national sectors, national market structure, etc. Existing training courses addressed to TTMs or perspective TTMs are also listed.

Every partner is collecting 40 questionnaires, carries out 5 in depth interviews and a final focus group with its stakeholders.

WP4 Training course Development

This WP will produce the curriculum (list of contents) of a e-learning course addressed to people wanting to become TTMs.
Additionally, we are producing the lesson plans of 7 units of the course, to be chosen by partners amongst the ones listed in the curriculum (including materials to use with students).
Every partner produces the materials of a unit. The WP responsible partner will also coordinate the development. According to the ECVET guidelines, the course will be structured into learning outcomes (what a learner should know, understand and be able to do on completion of a learning process), related to each of the units of competence identified in the competence profile of the TTM.
The course is positioned at EQF level 6 and is structured as a e-learning activity, uploaded on a e-learning platform (Moodle). Every participant in the pilot tests one or more units developed.

  • Version 1 of the training course is evaluated by the pilot’s participant. Collection of feedbacks is part of WP 7.
  • Version 2 will be produced at the end of pilot, based on feedbacks collected.

WP5 Development of the Expertise check-up

This WP will develop a methodology for validation of competence and transfer of previous learning outcomes.
The methodology, structured according to the CEDEFOP Guidelines for validating not formal and informal learning (2009), will allow the assessment, transfer, validation and accumulation of learning outcomes (under the form of ECVET points) achieved in formal, informal and non formal contexts.
The WP responsible partner, together with other partners, chooses a methodology and produces a draft with the description of Expertise Check up. 

  • Version 1 is tested and evaluated by the participants to the pilot of the expertise check up. Collection of feedbacks is part of WP 6.
  • Version 2 will be produced at the end of pilot, based on feedbacks received.

WP6 Pilot of the expertise check-up

This WP is aimed to pilot the Expertise Checkup. This methodology is tested by 15 TTMs in every country. Preference for participating in the validation and transfer exercise will be given to people that are already working as TTMs. Every participant in the pilot is analyzed in terms of learning outcomes already acquired. This way, different ECVET points are given to every participant. The milestones are:

  • Selection of the candidate.
  • Test of the expertise check-up.
  • Evaluation of the expertise check up (questionnaires and focus groups).

WP7 Pilot of Training course

This WP is aimed to pilot the training course.

The e-learning course is piloted in English by 15 TTMs in every country. The course is addressed to the TTMs that have already carried out the expertise check up exercise.
Based on the results of the validation, every candidate will follow different learning units (one or more). At the end, every candidate carried out a learning outcomes based test. It is possible for participants to be assessed on only some units of learning outcomes.
Every partner appoints an English speaking teacher for the unit it has produced. Every partner also appoints a tutor so to interact, support and sustain the motivation of the participants. The students will have therefore the possibility to interact at a distance with other students and with the teacher in charge of the unit.
The milestones are:

WP8 Development of quality standards

Built over the pilots’ experience, this WP will develop quality standards under the form of guidelines about the application of ECVET to professional qualifications. Again, the CEDEFOP Guidelines for validating not formal and informal learning (2009) will be taken as term of reference.

WP9 Dissemination

Dissemination will be accomplished effectively thanks to the following tools:

  • Establishment of a local Project committee including project partner and representatives of targets groups (2 in ES). It will help to find members of target groups interested in participating in the pilot, to keep target groups informed about the project and to assure a better dissemination and exploitation of the project.
  • Dissemination Plan will be drawn at the beginning of the WP, describing in the details the actions each Partner and will carry out to assure dissemination. The dissemination plan will list different activities for each target group, so to make dissemination more effective.
  • Project logo
  • Project website developed for dissemination purposes (partners’ languages plus English). The project website will have different paths for navigation so to address each target group. The website will be optimized for search engine (SEO). Additionally, every partners’ website will have 1 page describing and linking the project.
  • Database and a mailing list in electronic format, with over 800 stakeholders (80 for each partner country plus 160 at European level) to be used for news releases.  Project website visitors will be able to insert their email in the mailing list 
  • Pages about the project on Facebook and LinkedIn
  • News releases (6 at least) informing about Project (partners’ languages plus English).
  • Printed materials about the project: leaflet, posters, post cards, including stationery (partners’ languages plus English)
  • Advertisement on Facebook and Google
  • Conferences and Journals. Project products and methodology will be promoted by every partner in at least 1 congresses at European and/or National level and 1 national or international journals of the field.
  • A final conference will be organized in every country together with target groups. 50 stakeholders are foreseen in every conference.

WP10 Exploitation

This WP, together with WP11, will assure the methodology and products are used by main target groups during and after the end of the Project. General exploitation will be carried out by:

  • 10 additional TTMs in every country will be assessed, possibly in cooperation with ASTP - Association of European Science and Technology Transfer Professionals. 
  • A video on the TTM profile will be produced, be placed on Youtube and linked on project website.
  • 2 workshops addressed to target groups will be organized in every partner country . The workshop will describe the TTM profile and the Checkup methodology.
  • Exploitation plan. The exploitation plan will describe in the details the actions each Partner will carry out to assure specific exploitation with each target group.
  • Copyright agreement.
  • Post project exploitation plan so to continue cooperation. The plan will contain also a section on condition for creating a European network of bodies accrediting TTMs.

WP11 Accreditation of TTMs and training providers

This exploitation WP is aimed to launch the accreditation of TTMs and training providers on the market, so to assure that the developed methodology and deliverables continue to be used after the end of the project.
Formal agreements with main stakeholders will be sought and practical steps to launch accreditation of TTMs and training providers carried out.
Main activities:

  • A Strategy Paper on how to launch on the market, in cooperation with existing stakeholders, an accreditation scheme addressed at TTMs and training providers will be produced (produced by the WP responsible partner).
  • Guidelines for the accreditation of courses providers organizing courses for training TTMs will be produced. The guidelines will be described in the paper Guidelines for accreditation of training providers.
  • A formal agreement with IASP will be sought so to operate jointly the Expertise Checkup methodology during exploitation and to transfer the methodology to IASP after the end of the project. Two trips to Leiden NL by the WP responsible partner have been budgeted.
  • 20 existing training providers of courses addressed to TTM will be contacted and the accreditation proposed
  • A section of the external website will be structured so to list TTMs that have already passed the assessment procedure and accredited training providers.
